罗湖:“人才优先”为城区振兴提供强大支撑 ■ 汪家萍 赵靖宇 文/图 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 作为深圳最早的建成区和改革开放的先行区,罗湖面临经济转型和产业升级的挑战,如何更好地吸引人才、集聚人才,留住人才,为辖区经济社会发展提供坚实的人才支撑和智力保障,一直是罗湖人才工作的重中之重。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 近年来,罗湖区大胆创新、先行先试,抢抓新一轮科技革命和产业变革重大发展机遇,按照深圳“人才强市”战略部署要求,始终坚持把人才工作摆在优先发展的位置,把人才优先发展作为新时代城区发展的核心战略,通过政策、载体、机制不断创新,更大力度、更广范围集聚海内外高层次人才,为实现罗湖全面振兴和融入深圳国际科技产业创新中心建设提供了强大人才助力。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 多方搭建平台载体吸引高层次人才聚集 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 据统计,罗湖区目前有4名兼职院士,2个院士工作站,“孔雀人才󈭷人,深圳市高层次人才260 人,区“菁英人才�人;现有国家高新技术企业188家,创新载体52个,其中重点实验室18个(国家级1个);现有博士后工作站点5家,深圳企业博士后科研工作站工作分站1家,博士后创新实践基地16家, 在站(含博士后创新实践基地)博士后研究员75人。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 令人瞩目的是,今年以来,贺建奎瀚海基因团队、李红深光电显示研发团队、吴薇智能云计算平台科研团队等三个“千人计划”创业者都纷纷把“橄榄枝”抛给了罗湖,率领团队落户罗湖。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 高层次人才科研团队对罗湖情有独钟并非偶然。“特别感谢罗湖区的支持和对人才的重视,让我们坚定地选择扎根罗湖。也许明年或后年,从罗湖开始,大家就能首先享受到基因科技带来的福音。”深圳市瀚海基因生物科技有限公司董事长、“千人计划”创业项目专家贺建奎如是说。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 罗湖成立了高层次产业人才和团队引进专项工作小组,建立良性协调机制,围绕罗湖大梧桐新兴产业带建设,积极对接引进国家“千人计划”、“特支计划”、“孔雀计划”等高层次人才和团队。目前,大梧桐新兴产业带已引进软通动力华南总部、云康生命健康企业总部、华大基因创新中心、瀚海基因、宝鹰精准医疗研究院等一批重点项目科研团队,真正将人才创新作为了城区发展的“第一动力”。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 今年6月5日,深圳市和信中欧金融科技研究院成立暨�中欧金融科技产业发展论坛”在罗湖举行;7月14日,中国版权保护中心粤港澳版权登记大厅在罗湖正式启用;9月14日,罗湖区第一届大梧桐创新创业大赛落下帷幕;9月21日,粤港澳大湾区研究院落户罗湖;9月28日,国内首家海外人才离岸双创基地在罗湖梧桐山大望社区揭牌;11月18日,大梧桐新兴产业带正式开园,产业带核心引领项目红岗国际创新广场奠基……栽下梧桐树,引来金凤凰。为了让高层次人才在罗湖有一个良好的干事创业空间,罗湖还积极对标深圳国际科技产业创新中心建设,大手笔拓展科研机构引进落地渠道,多类别多层次为人才创新创业搭建平台和载体。如依托大梧桐新兴产业带建设规划和棚户区改造释放的产业空间,通过创新政府、企业、高校、科技机构多方协作机制,探索人才培养与科研成果转化新模式,引进各类高端人才创新创业平台载体,打造人才集聚新高地。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% “有温度”、“高效能”的人才政策和服务 在罗湖,“菁英计划”已经成为罗湖各类产业人才耳熟能详的一个名词。要吸引人才,首先就要让人才在改革、开放、发展等多个方面都体会到“有温度”、“高效能”的政策和服务。高层次产业人才“菁英计划”,就是罗湖区递给辖区人才的一杯暖心“热咖啡”。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 从2015年启动至今,罗湖对“菁英计划”进行了持续改进和完善,使“菁英人才”成了罗湖人才工作一张响亮的名片。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 值得一提的是,罗湖以能力和业绩为导向,打破只看职称、学历、资历和身份的传统模式,采取市场化清单式标准来认定人才、制定评价标准,并响应用人主体和人才载体的需求,动态更新认定标准,更加贴近人力资源市场变化。截至目前,罗湖区已认定了159名“菁英人才”,1个“菁英团队”,发放各类人才补贴3500多万元,并为人才提供住房安居、创业支持、健康管理、研修资助、子女入学、父母养老、联谊交流等综合服务。在77条罗湖“菁英人才”认定标准和11个人才认定标准附录中,有多达50条是根据辖区企业、人力资源社会组织、人才服务中介机构等市场主体意见来制定,约占总条数的60%。据反馈,这种人才认定方式突出了市场导向,且定位精准、认定便捷,得到了辖区人才、产业部门的一致认可,有效助力了罗湖区科技创新与产业转型发展。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 一项项“走心”的政策和服务,让在罗湖工作的人才有着满满的获得感。这不,罗湖区人才工作领导小组还向他们颁发了“菁英人才卡”,全方位整合提升人才服务。不要小看这张卡,可以实现深圳全城图书通借通还、名医预约、健康管理,以及罗湖书城简约书吧、体育场馆、文化场馆和青少年宫等场所的VIP服务及行政服务大厅绿色通道服务。罗湖还以“悠·图书馆”品牌平台为基础,针对“菁英人才”群体的特征和需求开发“菁英悦书堂”。这里典雅清静,经常举办读书、茶艺、投融资讲座等沙龙活动,是罗湖人才研修交流、开展公益活动的绝佳场所。罗湖还将“菁英人才”纳入区级智库,通过举办“菁英人才座谈会”、产业人才创新发展论坛等方式,向区委区政府建言献策,营造重才、敬才的浓厚氛围。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 罗湖医改从人才出发“唱响”全国 近几年来,罗湖医改成为全国医改的一面旗帜。这是罗湖以重点领域改革推动人才制度创新,实现人才流动顺畅、高效配置的一个实例。梳理罗湖医改的全过程,可以发现罗湖以高端医疗人才团队的引进培养使用作为驱动力,深入推动医疗机制体制改革。 &%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%% 其具体做法是,罗湖区结合医疗卫生体制改革,以引进国务院特殊津贴专家孙喜琢为“原点”,成立了罗湖医院集团,建立以法人治理为核心的现代医院管理制度,实行理事会领导下的院长负责制,由院长自行组建管理团队,赋予医院集团在干部聘任、专业技术人才引进、使用、评价、激励等管理方面的自主权,实现人才顺畅流动,人力资源高效配置,从而激发集团人才队伍的活力和创造力。据介绍,罗湖医院集团自成立以来,已引进35名学科带头人,建立了郎景和、孙颖浩2位院士的院士工作站,并以院士级名医团队为引领,引进地方级领军科研团队1个、学科带头人32人,其中“广东特支计划”科技创新拔尖人才1人,博士学历临床医疗业务骨干7人。通过医疗卫生体制改革、人才管理制度改革的协调推进,罗湖医院集团的医疗质量、服务水平得到了显著提升,辖区居民的健康管理“获得感”明显增强。其中,家庭医生签约服务、医疗保险总额管理和医院“去行政化”的人才管理制度建设等改革经验引起社会广泛关注,并在全国推广。今年8月17日,罗湖医院集团获评“全国卫生计生系统先进集体”,是深圳市唯一获此殊荣的单位。9月7日,全国医联体建设培训班在罗湖开班,全国321个分级诊疗试点城市的政府分管领导及医改相关负责人齐聚罗湖,交流医改经验。9月30日,罗湖区人民医院通过了三级甲等医院专家现场评审。这些成绩的取得,都离不开医疗改革领域的人才创新驱动。
